Under cultivating capacity, ADD runs the following programmes |

Conducting situational analyses jointly with the national DPOs for the district unions and uni-disability groups. The exercises are intended to support these groups identify their needs and concerns and to establish their level of organizational development so as to inform the partnership and set the precedent for the working relationship.

The groups are mobilized to elect leaders using democratic principles, develop constitutions and also equip them with skills in group dynamics.

Under capacity building still, DPOs are equipped with skills in strategic planning, fundraising, resource mobilization, proposal writing, lobbying and advocacy among others with the aim of enabling the DPOs to cultivate a culture of mobilizing resources from within their localities and beyond.

Sign language is one of the official languages recognized by the Uganda government and in light of this, ADD has continued to run a comprehensive sign language training programme in the districts where it operates. The programme has so far covered the districts of Apac, Wakiso, Lira, Soroti, Jinja, Pallisa, Kabale, Mubende, Kumi, Kamuli, Iganga, Kamwenge, Sironko and Katakwi. The 5-stage programme with an average of 25 volunteers both deaf and hearing per district is aimed at easing communication amongst the Deaf people and between the Deaf and the hearing community. The trained volunteers have continued training others.

Over the years, ADD has been running a Disability and Development in Communities (DDC) programme in its project districts. The goal of this programme is to empower the leaders of persons with disabilities with capacity to ensure access by persons with disabilities to services, resources and opportunities within and outside their communities. It equips leaders with knowledge and skills in identification and categorisation of disabilities, conducting simple home counselling, doing referrals, conduct community meetings to articulate disability issues.

ADD also supports district unions to construct contact places. These act as Disability Resource centres for disabled persons and they give them a physical address and identity. The centres have conference halls, and some also serve as vocational centres among other facilities.
